  • βœ“ Bachelor’s Degree in Civil Engineering.
  • βœ“ Minimum 5–10 years of experience in proposal and estimation for civil and/or marine projects.
  • βœ“ Experience with EPC / Design & Build / Lump Sum / Re-measurable contracts is preferred.
  • βœ“ Familiarity with FIDIC-based contracts is an advantage.
  • βœ“ Key Responsibilities
  • βœ“ Review tender documents including Invitation to Tender (ITT), drawings, specifications, BOQs, and contract conditions.
  • βœ“ Prepare detailed cost estimates for civil works.
  • βœ“ Experience in projects involving marine works such as berths, dolphins, quay walls, piling, concrete works, dredging, and associated temporary marine works is considered an added advantage.
  • βœ“ Perform accurate quantity take-offs (MTO) from drawings and technical specifications.
  • βœ“ Develop comprehensive cost breakdowns covering manpower, materials, equipment, subcontractors, marine spreads, and temporary facilities.
  • βœ“ Coordinate with planning engineers to integrate construction methodology, resource allocation, and project durations into tender pricing.
  • βœ“ Prepare and review technical and commercial proposals, including assumptions, exclusions, and clarifications.
  • βœ“ Obtain, evaluate, and compare vendor and subcontractor quotations, ensuring compliance with tender requirements.
  • βœ“ Analyze tender risks, opportunities, and value-engineering options.
  • βœ“ Support and coordinate with the technical team in preparing method statements, work schedules, and preliminary construction plans for proposals.
  • βœ“ Participate in tender clarification meetings with clients, consultants, and joint-venture partners.
  • βœ“ Assist in post-tender negotiations and ensure proper handover to the execution team.
  • βœ“ Maintain a cost database for historical data and benchmarking.
  • βœ“ Ensure proposals comply with client requirements, local regulations, and company procedures.
  • βœ“ Required Skills & Competencies
  • βœ“ Strong knowledge of estimation techniques, cost control, and tendering procedures.
  • βœ“ Proficiency in Microsoft Excel.
  • βœ“ Ability to interpret engineering drawings, specifications, and contract clauses.
  • βœ“ Experience in marine works estimation (piling, dredging, concrete works, marine equipment) is an added advantage.
  • βœ“ Strong analytical, coordination, and communication skills.
  • βœ“ Ability to work under tight tender deadlines.
