• ✓ Qualifications & Experience
• ✓ Bachelor’s Degree in Civil Engineering.
• ✓ Minimum 5–10 years of experience in proposal and estimation for civil and/or marine projects.
• ✓ Experience with EPC / Design & Build / Lump Sum / Re-measurable contracts is preferred.
• ✓ Familiarity with FIDIC-based contracts is an advantage.
• ✓ Key Responsibilities
• ✓ Review tender documents including Invitation to Tender (ITT), drawings, specifications, BOQs, and contract conditions.
• ✓ Prepare detailed cost estimates for civil works.
• ✓ Experience in projects involving marine works such as berths, dolphins, quay walls, piling, concrete works, dredging, and associated temporary marine works is considered an added advantage.
• ✓ Perform accurate quantity take-offs (MTO) from drawings and technical specifications.
• ✓ Develop comprehensive cost breakdowns covering manpower, materials, equipment, subcontractors, marine spreads, and temporary facilities.
• ✓ Coordinate with planning engineers to integrate construction methodology, resource allocation, and project durations into tender pricing.
• ✓ Prepare and review technical and commercial proposals, including assumptions, exclusions, and clarifications.
• ✓ Obtain, evaluate, and compare vendor and subcontractor quotations, ensuring compliance with tender requirements.
• ✓ Analyze tender risks, opportunities, and value-engineering options.
• ✓ Support and coordinate with the technical team in preparing method statements, work schedules, and preliminary construction plans for proposals.
• ✓ Participate in tender clarification meetings with clients, consultants, and joint-venture partners.
• ✓ Assist in post-tender negotiations and ensure proper handover to the execution team.
• ✓ Maintain a cost database for historical data and benchmarking.
• ✓ Ensure proposals comply with client requirements, local regulations, and company procedures.
• ✓ Required Skills & Competencies
• ✓ Strong knowledge of estimation techniques, cost control, and tendering procedures.
• ✓ Proficiency in Microsoft Excel.
• ✓ Ability to interpret engineering drawings, specifications, and contract clauses.
• ✓ Experience in marine works estimation (piling, dredging, concrete works, marine equipment) is an added advantage.
• ✓ Strong analytical, coordination, and communication skills.
• ✓ Ability to work under tight tender deadlines.
